Client: A government owned company
Client’s needs:
The client was mandated to manage one of the large initiatives under the 2030Vision that entail several programs with many involved stakeholders and needed to set up a Program Management Office to manage the overall initiative and coordinate the delivery of the related programs.
Approach:
Our consulting team analyzed the stakeholders, their needs and scope of related programs, suggested a PMO type that suits the needs, developed the PMO operating and governance models, complete set of processes and templates, organizational structure, communication management plan, risk management plan and stakeholder engagement plan.
Client’s benefit:
With the direct involvement of the client’s team in the delivery of the project, the main value was knowledge transfer and skills enhancement of the team. In addition, by the end of the project, the team was ready to activate the PMO role to have better control on the initiative by following the procedures of the methodology and implement different plans.
Publicly Listed Company – Investment focus
Client’s needs:
With a new strategy in place, the company was looking to update its Investment Policy Statement to reflect strategic directions and provide more governance on the investment decisions helping the company to achieve its financial objectives.
Approach:
A hybrid team with local and International expertise worked with the company’s team to analyze previous investment decisions, global trends in investment management, local opportunities and challenges and reflection of the business strategy on the investment policy.
The team used the guidelines of the IFC and developed a five years investment strategy that covers sectors, risks, portfolio structure and governance.
Client’s benefit:
A well-defined investment strategy with clear roles and responsibilities providing the BOD with enough control on risks without limiting the ability of executive management to take right investment decisions.
Publicly Listed Company – Investment focus
Client’s needs:
The BOD appointed new Executive Management to improve the company’s performance and requested a clear transformation for the company after many years of traditional planning.
Approach:
The consulting team worked with the company to analyze current state, identify and analyze needs of stakeholders, understand global and local trends and directions and update the company’s mission, vision and values.
New strategic objectives were planned with needed strategic KPIs and initiatives through extensive workshops with the higher and middle management.
The new strategy was reflected on the operating model, organizational structure, job descriptions and governance framework.

More clear direction and objectives were the main benefit of the engagement with all necessary tools and processes to follow up the implementation of the strategy with detailed job descriptions and authority matrix that covers all levels of decision-making.
Government-Owned Company – Training focus
Client’s needs:
With a new strategy in place, the client needed to establish an effective governance for strategy implementation and control of strategic initiatives. The client invited several bidders to submit their proposals to build an Enterprise Project Management Office that oversee the implementation of the strategic initiatives’ portfolio in addition to operational projects support.
Approach:
Two consultants were assigned full time with the client’s team under the supervision of a partner to define stakeholders, types of projects, needed processes, potential automation opportunities and required methodology components.
The team developed a complete Portfolio, Program, Project management methodology with required processes and templates in addition to the knowledge center to help the client’s practitioners utilize the methodology.
The team also provided training to the client’s project managers, supported selecting permanent PMO team, designed internal PMO portal and dashboards, prepared RFP for automation, participated in technical evaluation of bids and supervised EPM implementation.
Client’s benefit:
By the end of the project, the client had a fully functioning PMO with knowledgeable PMO team that was able to utilize customized EPM and follow a business-oriented methodology that resulted in better governance on all projects and successful implementation of strategic initiatives.
Government-Owned Company – Training focused Item
Client’s needs:
The client had a contract with a Saudi Ministry to analyze the current state of the Occupational Health and Safety and needed to benchmark all OSH-related aspects with four countries from different continents.
Approach:
We involved oversea consultants from the selected countries to work with our local team in defining the benchmark criteria, contacting local authorities and professional organizations in the selected countries, collecting data from available sources, validating data and providing the final benchmark report with key findings and recommendations.
Client’s benefit:
The benchmark helped the end user (The Ministry) to set the targeted maturity level and define the roadmap for regulation updates and implementation stages based on best practices from different countries.
Government Organization – Training and Academic Affairs focus
Client’s needs:
This General Directorate of a Saudi Ministry needed to revise its sectorial strategy in light of the Ministry’s new strategy to comply with the Vision2030 mandate and provide needed support to implement the new strategy.
Approach:
RCC assigned a team of six consultant headed with a partner to work side-by-side with the client’s team for a period of time.
The team started with analyzing current state and the related regulations and strategies, conducting necessary workshops and developing the new strategy for the Directorate.
The team developed a new operating model, updated the organizational structure and developed needed job descriptions and policies and procedures for the Directorate.
Client’s benefit :
A new, business-oriented operating model was developed with necessary policies and procedures to improve governance and performance management. Updating the structure based on the operating model had new sections and business functions and changed the old structure to enable better flow of business operations and less complexity.
In addition, during the project’s course, the consulting team provided operational and ad-hoc support to the client’s team helping them acquire new skills and develop templates and tools to be used in their day-to-day operations.
